The Organisation for Security and Cooperation in Europe (OSCE) - which has a respected track record of monitoring elections, mainly in developing countries - revealed it had been approached by the US state department.:benstein:

Read all about it here (http://www.guardian.co.uk/uselections2004/story/0,13918,1280230,00.html).

The state of the country is both hilarious and sad in a kind of Neroesque, Caligulous way.

Heh. Wasn't there some idea earlier on about using UN inspectors, which got shot down? The irony is of course that the US could use it more than some of the "developing countries".

 I think 'Caligulike' would make a better adjective. They both work, yet Caligulous sounds like callous so it gets an extra point.
